This Job Description is established by the South Adams County Fire Protection District (“District”) to outline the basic requirements, duties and general responsibilities of the Human Resources Manager position and is written to complement the District’s Administrative Procedures Manual and Standard Operating Guidelines (SOGs).

**This position holds a probationary status of 12 months from date of hire**

 Position Summary:

The Human Resources Manager, under supervision of the Fire Chief, is responsible for the planning, development, implementation and maintenance of the Department’s human resources programs. This position shares responsibility for the development, implementation and management of the Departments strategic goals, department policies and organization development plans. The Human Resources Manager’s primary duty is the performance of work directly related to the coordination and general business operations of the Department. The Human Resources Manager  is responsible for the overall administration, coordination, and execution of the Department’s human resources functions, including but not limited to, recruiting and staffing;  creating and implementing performance management systems; organizational development; compliance with applicable federal, state and local employment-related laws; employee orientation, development, and training; records generation and management; policy development, implementation and documentation; employee relations; compensation and benefits administration; and special projects.

Primary Duties and Responsibilities:

The following duties are an overview of the primary duties and responsibilities for this position and should not be considered an all-inclusive list. They are not in order of importance or priority.

  1. Conducting Human Resources related projects and assignments that impact the Department; performing Human Resources related work that has a significant impact on the Department’s business operations and committing the Department’s human resource-related matters that have a significant financial impact; assisting in developing short and long-term business objectives; and investigating and resolving employment-related matters on behalf of the Department’s management. The Human Resources Manager exercises his/her discretion and judgment directly or through recommendations to the Fire Chief.
  2. Plan, direct and administer human resources programs and advise executive and management staff regarding employment policies, practices and techniques to effectively manage the Department’s workforce.
  3. Promote the Department’s Mission and Value Statements through role modeling a positive and productive work environment.
  4. Promote organizational diversity by fostering an environment of inclusion that values and employs the unique characteristics and abilities of each employee
  5. Develop and administer the Departments classification and compensation systems, including recommending the adoption or elimination of classifications, conducting compensation and benefit surveys, and recommending salaries.
  6. Manage all employee status changes through the completion of Personnel Action Forms (PAFs) ensuring status changes and updates in payroll and the HRIS system.
  7.  Coordinate the Department’s overall employee benefit programs or as directed, including insurance, retirement and leave programs. Administer legally mandated employee benefit programs. Negotiate premium rate structures, while working with benefit consultants, brokers and carriers on available plan designs to secure the best, cost-effective benefits to the Department and its employees. Provide education and communication to all employees concerning benefit programs and coverage. Coordinate with Accounting on the annual benefit open enrollment process. Assure compliance with all state and federal mandates and regulations pertaining to employee benefit programs. Oversee Compensation and Benefits Administrator’s day-to-day benefits-related activities.
  8. Manage employe leaves of absence including FMLA, USERRA, ADA and other leaves ensuring compliance with federal regulations, state and local laws.
  9. Develop and implement the performance management process.  Provide training to supervisors and employees. Oversee timely completion of performance reviews and address outstanding performance issues.
  10. Serve as the District’s Equal Employment Opportunity (EEO) and Americans with Disabilities Act (ADA) Coordinator concerning employment-related matters. Oversee and conduct investigations of alleged harassment or discriminatory conduct and represent the Department to regulatory agencies to address formal complaints and prepare appropriate documentation.
  11.  Coordinate the Department’s employee recruitment, selection and orientation programs in accordance with applicable local, state and federal rules and regulations. Promote equal employment opportunities and diversity initiatives in all recruitments and selection activities.
  12.  Administer organizational training programs for orientation of new hires, training on compliance issues, interviewing and hiring practices, disciplinary actions, discrimination and harassment, general management principles and other related topics. Coordinate such training with the Department’s Training Chief.
  13. Review and revise minimum qualifications for position classifications and ensure that job descriptions are compliant with all applicable state and federal regulations. Administer internal job audits to ensure the job description accurately reflects the essential functions and job-related requirements for the position.
  14. Recommend revisions to the Department’s Administrative Procedures Manual, policies, and procedures based upon changes in the law or to improve the Department’s operations.
  15. Assist the Department’s senior management staff with interpretation of the Department’s Administrative Procedures Manual, policies and procedures. Assist the Department's senior management staff with correlating the Departments Administrative Procedures Manual, policies and procedures with the CBA.
  16.  Participate in and advise management with documentation of employee corrective action and discipline. Assist with corrective action of line staff at the direction of the Fire Chief.
  17. Coordinate and/or conduct exit interviews to determine reasons for separation.
  18. Serve as custodian for all official and confidential employee information and personnel files. Ensure adherence to appropriate confidentiality requirements.
  19. Manage the Department’s workers’ compensation program, including follow up with injured employees and coordinating appointments, light duty assignments and return-to-work evaluations.
  20. Remain current with Human Resources legal and technical issues and industry best practices through a variety of sources such as seminars, workshops or other means. 
  21.  Prepare and direct the preparation of a variety of written correspondence, reports, procedures, analyses and other written materials.
  22. Work with the Department’s legal counsel on employment matters as appropriate.
  23. Coordinate workforce planning and succession planning initiatives.
  24. Consistently promotes a professional image of the Department at all times.
  25. Ensure Department compliance with all relevant federal, state and local laws impacting employment and human resource matters, including but not limited to compliance with the FLSA.
  26. Perform other duties as required or assigned.

 Education and Experience:

Minimum Requirements at entry:

  1.   Bachelor’s degree in Human Resources Management, Public/Business Administration, or a related field.
  2.  Minimum of five years of professional Human Resources experience.
  3. Demonstrated knowledge of HRIS systems

Desirable:

1.    Master’s degree in a related field

2.    Public sector or fire service experience

3.    Experience in labor relations and collective bargaining

4.    Supervisory experience

License and Certifications:

Minimum Requirements at entry:

1.    Valid unrestricted Colorado Driver’s License and insurable by the District’s insurance provider

 Desirable:

1.      Professional in Human Resources (PHR)/Senior Professional in Human Resources (SPHR) Certification or SHRM Certified Professional (SHRM - CP)/SHRM Senior Certified Professional (SHRM – SCP)

 Knowledge:

Minimum Requirements at entry:

1.    Strong knowledge of the principles and practices of human resources management, applicable employment laws and regulations.

2.    Strong working knowledge of all major human resources functional areas to include job classification, compensation and analysis, employment, employee relations, benefits administration, performance management, and training.

3.    Knowledge of Labor relations and personnel management policies and procedures.

 Skills:

Minimum Requirements:

1.    Ability to use basic office equipment including personal computer with knowledge of Microsoft Office, Excel and Outlook, calculator, fax machine, copy machine and telephone.

2.    Ability to interact well with a diverse population with outstanding interpersonal and communication skills. Must be able to communicate effectively with all employees, both verbally and in writing.

3.    Ability to work independently and set priorities. Skilled in application and advocacy of human resources principles.

4.    Strong analytical and problem-solving skills

Working Environment/Physical Requirements:

1.    A substantial portion of this position will involve sedentary, administrative work in an office environment.

2.    This position requires ability to sit for extended periods with the ability to lift up to 25 lbs.  

3.    Requires daily presence in the office during normal business hours.

4.    Must be able to work evening s, weekends and holidays on occasion as needed.
